What does this skill do?

The Rules Distiller skill scans all the skills installed in your environment, identifies cross-cutting principles that appear in two or more of them, and consolidates them into global rule files. It generates a report with recommendations (Append, Revise, New Section, New File) and never modifies anything without your explicit approval.

Have skills installed in ~/.claude/skills/ and set execute permissions for the Bash scripts in the scripts/ folder.
It is recommended to do this monthly or after installing new skills, to identify cross-cutting principles that are not yet reflected in the global rules.
